Will agriculture be lobbying hard for a WTO outcome (that will probably mean changes to the Farm Bill)? No
Will manufacturers be lobbying hard for a less than ambitious deal on non-agricultural market access? Probably not that hard.
Well then, is it up to services - 40% of US exports and well over 70% of GDP? Probably yes, but why would they lobby? Have they gotten anything from the Round? Our understanding is that the US services industry have told the Administration that they won't oppose an outcome that doesn't include meaningful liberalisation on services, but they sure as hell won't be putting any lobbying effort in behind the deal.
So isn't it about time that real attention was focused on services? Yes.
