Bali Meeting Remains Divided

Even Australia's depositing its ratification documentation, and a stirring speech by Kevin Rudd, have been able to heal deep divisions between Europe and developing countries on one side, and the US, Japan, Canada (and Australia) on the other. Interestingly Rudd called on developed countries to help developing countries through technology transfer and financial assistance, not by allowing major emitters to free ride over binding commitments.
