What Is Worse - Building A Cell Phone Tower Or Negotiating A Free Trade Agreement?

Communications are essential for all economies and for the well being of the people in all societies. We don't have too much concern over an SOE being involved in the construction off essential infrastructure in Myanmar (in fact we aare pleased that another SOE is engageed in export activity). We also wonder why the focus is on Kordia when the New Zealand Government is meeting regularly with officials and Ministers from Myanmar as part of the negotiaation of an FTA between ASEAN, Australia and New Zealand. Which is worse?
