Why would National be starting from scratch if Labour passes its emissions trading legislation? Dr Cullen is casting doubt on National's ability to deliver on yesterday's pledge to have an emissions trading scheme in place within 9 months of taking office?
Even if Labour fails again to deliver anything meaningful on climate change National would not be starting from scratch. If one was listening to the select committee process it was clear what needs to be done to refine the current legislation. The trouble is that the Government and its support parties were listening to the wrong people.
