Cuisine School Shifting To Capital?

Interesting front page story in today's Dominion Post. The Cordon Bleu cookery school is now not going to be built in Martinborough. But hang on, was this not the political price paid to secure Wairarapa support for the Wellington regional strategy? Might this not be seen as dirty pool by the three Wairarapa Councils? Certainly the Mayor of South Wairarapa seems pretty upset.
