Who are they writing about?

"Rhetoric is a sad fact of political life, and most voters are smart enough to know that grand promises made in the heat of parliamentary debate or an election battle should be taken with a pinch of salt. But on energy policy the gap between claim and reality is now wide enough to be embarrassing. Grandiose pronouncements about climate change stand incongruously against [country x]'s anaemic record on cutting its greenhouse-gas emissions. That has led to much rancour, with greens accusing the government of "betrayal". And in the midst of all this acrimony another problem looms: [country x] is beginning to run short of electricity."

Who is country x? It must be New Zealand, right? Wrong, Britain. Helen and Gordon should have been putting their heads together.
