No Easy Solution On Biofuels

"Green" Party co-leader Jeanette Fitzsimons was on radio this morning suggesting that the Government's biofuels bill could be fixed, and that the secret was to minimise imports and rely on domestic production. Imports would only be allowed in preiods of low domestic production. Can someone explain how this would be consistent with our WTO, CER, Singapore CEP, P4, Thailand CEP, and China FTA obligations?
